Member Spotlight
NCMA Chapter 126 Secretary Diane Crocker
Awarded Masters of Public Affairs Degree
Our
very own Diane Crocker was one of the 2009 graduates of NAVSEA-Indiana
University's (IU) Public Management Certificate (PMC) and Masters of Public
Affairs (MPA) degree programs who celebrated their accomplishments at the
Olympic Lodge at Puget Sound Naval Shipyard, on August 20, 2009. Dr. Craig
Hartzer, Ph.D., Director, Executive Education Program School of Public and
Environmental Affairs, IU, presented the diplomas and certificates. MPA degrees
were earned by 25 students--14 from Keyport; nine from PSNS & IMF; one from Navy
Region Northwest; and one from Strategic Weapons Facility Pacific (SWFPAC). PMCs
were presented to 16 students--12 from Keyport, and four from PSNS & IMF.
Including this class, Keyport now has 174 employees who have earned their PMC
and 97 others who have completed their MPA degree. Commander, NUWC Keyport,
CAPT Stephen Iwanowicz; and Commander, Puget Sound
Naval Shipyard and Intermediate Maintenance Facility (PSNS & IMF),
CAPT Mark Whitney, served as Guest Speakers.
CAPT Iwanowicz said, "On behalf of my entire command, I wish to extend our
hearty congratulations for a job well done! You kept your goal in mind and that
is the hallmark of a true leader. As service providers, our number one priority
is to support our number one customer--the warfighter. NAVSEA harnesses the
intelligence and innovation of its workforce to produce technologies that
maximize warfighter capabilities and reach. I know you have worked long and hard
to attain this milestone in your career. It is professionals like you who
contribute to the overall success of NUWC Division, Keyport."
The PMC program consists of five one-week-long classes, with the fifth course
conducted in Washington, D.C., where students meet key leaders and senior
officials who discuss their vision of defense policy in the 21st century.
Each class prepares a research paper, written by small teams of students, on a
topic relevant to the class, over the ensuing two months. The program
takes 12 to 15 months to complete. Those who successfully complete the PMC
program are eligible to enter the four-year MPA program--a 48-credit-hour course
of study that encourages students to apply a variety of approaches to critical,
social, political, environmental, and administrative problems.
Diane was the model of perseverance in achieving her goal of an MPA degree.
She started the program in 2002, but after many interruptions, including an
18-month break to work on BRAC 2005, she finally finished her master's degree
this spring.

Cheryl Clawson Completes NCMA National Contract Management Leadership
Development Program (CMLDP) and is appointed to the CMLDP Oversight Committee
In April 2009, Cheryl Clawson officially graduated from the
NCMA National Contract Management Leadership Development Program (CMLDP)
after completing 180 hours for the program. She was also given one of the
three honor graduate awards. On June 9th, she was also notified that she
was appointed to the CMLDP Oversight Committee for Program Year 2009-2010.

Linda Blevins Awarded Advanced Degree
Linda Blevins graduated on 8 May 2009 from Chapman University with a Bachelor
of Arts Degree in Organizational Leadership. Linda works for the Operations
Services Department at NUWC Division Keyport where she has contract oversight
responsibilities as Task Order Manager for several SeaPort-e services contracts.
Though Linda has been coming to meetings with our Chapter for years, she
officially became an NCMA member in 2008.

NCMA National Committee Obtains Clarification Regarding Participation by
Federal Employees
For over 50 years, NCMA has led and represented the contracting profession.
The association currently has over 19,000 members and has operating chapters
across the United States and several international locations. NCMA’s biggest
value is in the day-to-day practice of contract management. However, we have
heard from government contracting professionals who stated that they were not
allowed to participate in NCMA as a chapter volunteer leader (such as a workshop
chair) or as a chapter officer. Some members were requested not to attend
meetings, while others were told that they could not accept an award from NCMA.
In some agencies, advisors counseled that participation was prohibited at a
national level as a member of the Board of Directors or the Executive Advisory
Committee.
To make sure that NCMA clearly understood the standard of conduct and the
scope of personal participation in NCMA activities, we approached the Office of
Government Ethics (OGE) with guidelines drawn from the Department of Defense
(DOD) Joint Ethics Regulation. OGE responded that we had a good understanding of
the ethics principles regarding personal participation in an association. They
also recommended that we review this with the DOD Director of Standards of
Conduct (SOCO). We incorporated the SOCO guidance into the guidelines which are
in a letter from the NCMA Board of
Directors. We believe this letter helps to clarify what our government
members are allowed and not allowed to do regarding their personal participation
in NCMA.

West Sound NCMA Recognizes NUWC Division Keyport and FISC Puget Sound
Corporate Commitment


At the May 2009 monthly meeting of the West Sound Chapter of NCMA, members
recognized the leaders of two local naval commands for their continued corporate
sponsorship of NCMA membership for their employees. Mr.
Jim Nagle presented NCMA plaques to (left to right)

Industrial Supply Center Puget Sound, and CAPT Stephen
Iwanowicz, Commander, Naval Undersea Warfare Center Division Keyport
thanking them for commitment to NCMA and the contracting professionals within
their organizations. By investing in NCMA Corporate membership these
organizations are demonstrating their interest in the continued development of
their employees by providing them with opportunities to network with their peers
in government and industry at the grassroots level, keeping current with trends
and issues in the contracting field and sharing acquisition and business
knowledge, best practices, and lessons learned. The West Sound Chapter thanks
Captains Shapro and Iwanowicz for their continued support of the West Sound
Chapter of NCMA.

West Sound NCMA Represented at NUWC Division Keyport Diversity Day

In August 2008, members of the West Sound Chapter
Executive Steering Group, Diane Crocker (Secretary),
Deborah Klose (Vice
President), and Cheryl Clawson (NCMA Leadership Development Program)
participated in the Naval Undersea Warfare Center Division, Keyport’s Diversity
Day 2008, “Heritage, Hobbies and Interests.” Chapter members shared information
about their interest in NCMA objectives, membership, certification programs and
communities of practice with the Keyport community. Keeping with the spirit of
the event, Deborah added an Asian theme to the NCMA booth.

Regional Contracting Forum
The
King County Office of Strategic Planning and Performance Management, Business
Development and Contract Compliance (BDCC) is hosting a
Regional Contracting Forum on March 30, 2010 at the
Washington State Convention and Trade Center focusing on Construction, Goods
& Services, and Consulting.
The 8th annual Regional Contracting
Forum is an annual event that brings together representatives from cities,
counties, port authorities, and state agencies so contractors, consultants, and
suppliers can network and meet government contracting representatives.
Structured as a "reverse
trade show" the event is designed to provide business people direct access
to regional contracting representatives in a semi-structured setting.
Representatives from local, state, and county jurisdictions have booths
available to speak one-on-one with event attendees.
