Neal J. Couture, CPCM
Neal Couture is
Executive Director of the National Contract
Management Association (NCMA). Founded in 1959, NCMA is the premiere
professional association promoting the profession of contract management in both
the private and public business sectors, with members from more than 2,000
corporations and all U.S. Federal agencies.
Since joining NCMA
in 1999, Neal has served as Education Programs Manager, Director of Professional
Development, and Director of Marketing. Under his leadership, NCMA validated its
Contract Management Body of Knowledge, which serves as the profession’s
model for skills assessment; redesigned and validated its 3 certification
programs; developed a portfolio of e-courses and other distance learning
programs; and launched the Contract Management Learning Center, a comprehensive
knowledge management system with thousands of knowledge objects.
Prior to NCMA, Neal
spent 20 years in major corporations, small businesses, not for profit
organizations, and the military. His business career includes serving as
Contracts Manager with SENTEL Corporation,
a small minority-owned engineering firm; Director of Contracts and Procurement
with EG&G, Inc. (now part of
URS); Procurement
Manager with the Jet Propulsion Laboratory,
a NASA center; Business Manager with two manufacturing small businesses; and
Contracting Officer in the U.S. Air Force.
Neal holds a
Bachelors Degree in Management from the University
of New Hampshire, and completed graduate studies in Applied Behavioral
Science from the Johns Hopkins University. He
is currently completing an MBA on-line with emphasis in strategic leadership.
