Laura Wade Carr

Laura Carr has unique and extensive experience in one of the highest dollar, and least understood contracting processes in Federal procurement; Service Contract Act Price Adjustments. Combining her degree in finance with her previous experience as a database designer and administrator, Laura brought a unique and process oriented perspective to her view of price adjustments in her current career in acquisition.

 

Working directly with the DoD's highest ranking Labor experts for approximately four years to invent and patent the newly released Price Adjustment Calculation Tool (PACT), Laura has brought the Federal Government an innovative, automated approach to these extremely complex and specialized contracting requirements. Her research and analysis has also made her well versed in not just the mathematical calculations, but the detailed and complex federal regulations and code that form their basis. PACT and teaching price adjustments have taken her around the country and to the Pentagon twice to give presentations on this process. Given the recent visibility of labor and the climate for fiscal responsibility, this work could not be more timely.

 

Laura Wade Carr graduated cum laude with a bachelor's degree in Business Administration (Finance) at Washington State University. Before becoming a contracting officer, Laura was a data administrator for the Graduate School at Syracuse University. Laura is originally from the Kitsap Penninsula and has returned to this area to raise her own family. Laura is wife to her husband, Seth, and dedicated mother to her three young children, Jackson (7), Mace (5) and Harley (1) She is, also, a soccer coach and a Sunday school teacher.
