Kimberly Williams, C.P.M.Kimberly Williams is the Purchasing Manager for the Washington State Department of Transportation (WSDOT) in the Purchasing and Materials Management Office. She leads the agency by applying 21 century logistics management techniques st and technology, while providing purchasing oversight of $350 million in goods and services annually. Kim administers purchasing programs that are consistent with the agency’s strategic plan, legislative direction, and government, management, accountability, and performance (GMAP) principles. In her position, Kim communicates purchasing policies and procedures to over 7,500 WSDOT personnel, as well as external stakeholders, including the legislature and business community. She must ensure high value to the taxpayer, while promoting open, fair, and ethical competition to the supplier community.Kim began her career with Washington State in December 1999. She began working for WSDOT in March 2002 and promoted to Purchasing Manager in December 2005. One of her responsibilities is oversight of the agency’s purchasing card (p-card) program. The program will realize $50 million in sales in 2007, with an expected rebate of $600,000. It is the largest public sector p-card program in WA State. Kim also administers the annual purchase of $18 million in information technology assets statewide. She is responsible for ensuring compliance with the Minority and Women Business Enterprise and Title VI, Americans with Disabilities Programs. Kim is also the sustainability program coordinator.Her career in supply and logistics management began in 1973 with the United States Air Force. During her 26-year military career, Kim worked in all aspects of logistics management to include communications, civil engineering, transportation, aircraft maintenance, and intelligence. She spent 6 years as an instructor, in supply management and leadership and management. Military life provided a fantastic opportunity to see 49 states (she has plans to visit Wisconsin one of these days) and 37 foreign countries. Kim served in the Persian Gulf, purchasing critical supplies and managing resources in support of Operation Desert Storm.Kim is a Certified Purchasing Manager (C.P.M.) and has a degree in Business and Logistics Management.
