Diane Crocker

Ms. Crocker currently serves on the executive staff of the Commanding Officer, Deputy Technical Director, and Deputy Technical Operations Manager at the Naval Undersea Warfare Center (NUWC) Division Keyport, performing strategic and business management functions for the Command. In this capacity, Diane facilitates the Division’s annual strategic planning efforts which include development of tactical and strategic outsourcing goals and objectives. Prior to her assignment to Executive Staff, Ms. Crocker served as the Division Manager for the Workload Planning and Project Office of Keyport’s Resource Planning Department. As the Division Manager, she provided current and future year workload projections which the Command used to identify human capital and other resource requirements; oversaw the development and management of the Command’s Capital Purchase Investment program; provided financial management support to the Warfare Center Fleet Material Readiness Product Area Program Managers; served as the Command’s Operational Services Advocate for Supply Chain Management support from external service provider; and provided direct support to the Warfare Center Work Assignment Executive and Business Executive in development and configuration control of Warfare Center’s Work Integrated Work Assignment Process.

Diane started her federal government career in procurement working for the Air Force at Kadena Air Base, Okinawa, Japan in 1985. After leaving Okinawa, Diane worked as a purchasing agent at the Shore Intermediate Maintenance Activity in San Diego. She began her contracting career as a Contracts Specialist intern at the Navy Regional Contracting Center, San Diego, California. Her federal contracting career culminated with her service as NUWC Division Keyport’s Head of Contracting where she managed a team comprised of five contract specialists, seven purchasing agents, three quality assurance specialists, and two support persons. In that capacity she oversaw the procurement of over $60 million annually in supplies and services needed by internal and external customers for undersea weapon systems and corporate operational requirements.

Diane has a bachelor in Business Administration Degree from the University of Washington–Tacoma and completed a Masters of Public Administration Degree at Indiana University in December 2008. She is a member of the Navy’s Acquisition Professional Community, Level III DAWIA certified in Contracting, and is a NCMA Certified Federal Contracts Manager. She has been active in the West Sound Chapter since arriving in the Puget Sound area in 1993. In addition to her affiliation with NCMA, Diane also serves a Vice President of the Keyport-Bangor Chapter of the Federal Managers Association.

Diane has been married for 36 years to her husband Bob and is the proud parent of two daughters and their spouses, and grandmother to five wonderful grandchildren.

An active member of NCMA, Diane currently is the Secretary of the West Sound Chapter.
