CAPT Stephen R. Shapro, USN (retired),Captain Dwin C. Crow (retired) is a native of Yakima, WA. He was commissioned as an Ensign in the United States Navy in 1986 after earning a Bachelor of Arts degree in Business Administration from Eastern Washington University. After completing the Navy Supply Corps Basic Course, he was assigned to the USS NEW ORLEANS (LPH 11), where he qualified as a Surface Warfare Supply Corps Officer. After completing thirty-five months aboard the NEW ORLEANS he was assigned to the Navy Supply Center Puget Sound in Bremerton, Washington as the TRIDENT Coordinator, and later as the Requirements Officer. His next assignment was to the Navy Submarine School and subsequently to the USS ALASKA (SSBN732). During his tour aboard ALASKA he completed five strategic patrols and qualified as a Submarine Supply Corps Officer. In July 1995, CAPT Crow reported to the Navy Post Graduate School in Monterey, California. After earning a Masters degree in Contracting, he was assigned as the Officer in Charge, Defense Subsistence Office (DSO) San Francisco a field office of the Defense Supply Center Philadelphia. During this three-year tour, he was accepted into the acquisition professional community. His next assignment was as the Executive Officer of the Naval Regional Contracting Center Naples, Italy (NRCC). While there he earned the DAWIA Level III contracting certification and was deployed by EUCOM to Turkey as part of Operation Iraqi Freedom. After leaving Europe he was assigned as the Director, Regional Contracting Department, Fleet and Industrial Supply Center, Puget Sound. During this tour, he completed another deployment to Iraq where he was the Tikrit Regional Contracting Center Chief. In the summer of 2006, he was selected to Captain and assigned as the Director, Procurement Process Support Directorate and Chief of the Contracting Office, Defense Supply Center Philadelphia (DSCP), a primary field activity of the Defense Logistics Agency. He warranted over 600 contracting officers obligating over $13B per year. Having retired earlier this year, Dwin is the new Chief of the Contracting Office at PSNS & IMF in Bremerton, WA. He is married to the former Lori J. Foster. They have three children, Kendyl, Logan and Riley. |
